Community policing plays an important role in strengthening the basic public security work, maintaining the security order of society and promoting the construction of a harmonious socialist society. At present, the lack of community involvement is the major issue in the promotion of Community Policing Strategic Contract, and it is also a key factor for the sustainable development of community policing strategy. The high degree of coherence in the value idea, the principal participants and the operation mechanism between social governance and community policing provide the theoretical guidance and practice approach in promoting the sustainable development of community policing. By introducing social governance and democratic administration tool contract into community policing, the gradual implementation of community policing strategic contract which will become the positive practice to realize the sustainable development of community policing strategy can arouse the enthusiasm for community participation and are also the strong measures to improve the range of participation.%社区警务对于强化公安基层基础工作，维护社会治安秩序，促进社会主义和谐社会建设具有重要作用。当前，社区参与不足是推进社区警务战略急需解决的主要问题，也是制约社区警务战略可持续发展的关键因素。社会治理与社区警务在价值理念、参与主体、运行机制上的高度一致性，为推进社区警务可持续发展提供了理论指导和实践路径。将社会治理和民主行政工具契约引入社区警务，逐步实施社区警务契约化推进，是实现社区警务战略可持续发展的积极实践，也是激发社区居民参与热情，提高其参与广度、深度的有力举措。
