我国近代警察制度师承日本，现行的人民警察制度与日本警察制度也不乏相似之处。在深化公安改革的大背景下，我国应该借鉴日本经验做法，合理划分中央和地方事权，加强对中央事权的垂直管理力度，下放对地方事权的管理权限，完善中央和地方共同事权管理制度；精简机关，规范机构设置，积极探索构建大部门大警种；改革编制管理制度，完善警衔制度，建立有别于其他公务员的人民警察管理体系。%There are so many resemblances of the police management system between China and Japan. This paper suggests to draw the Japanese experience, such as the rational division of the central and local responsibilities, the standardization of the institutional settings and the organization which is different from other civil servants.
