从福州治涝的三个阶段入手,分析快速城市化条件下内涝的形成机理、治理措施和效果,提出新形势下治涝理念,应该是采取排、渗、蓄相结合的长效措施解决问题,扩大城市透水表面比例,维持水文循环平衡,达到海绵城市新模式.%In China,the traditional concept of urban storm flood control is fast collection and fast discharge.This kind of rapid response mode is effective in a certain period.But now with the development of urban construction,the urban precipitation and drainage conditions have changed greatly.In recent years,the standard of flood control and drainage of Fuzhou city has been improved,meanwhile,investment in drainage facilities also increased year by year,but the waterlogging problems have not been solved.Frequent waterlogging greatly affected the normal order of production and life of the city.Based on the three stages of flood control in Fuzhou,this paper analyzes the formation mechanism,control measures and effects of waterlogging under the condition of rapid urbanization,and puts forward the concept of flood control under the new situation.It is shown that long-acting measures should be taken to solve the problems,such as the combination of drainage,infiltration and water storage,increasing the proportion of permeable surface,maintaining the balance of hydrological cycle and so on,than to sponge city construction mode.
