The possibility of the method of entropy and dissipative structure theory to be get involved in the study on operation and management system of urban emergency shelters are discussed.On the above mentioned ba-sis,design logical relationships of operation and management mechanism for urban emergency shelter are put for-ward;design contents are interpreted as organization and management mechanism of shelter,human resources man-agement mechanism,information communication mechanism,facilities and material management mechanism,medi-cal and psychological aid management mechanism,health management mechanism,education and cultural manage-ment mechanism,etc.,and a logic relation diagram of the design contents is outlined.Finally,combined with the conditions of some urban emergency shelter operating condition,effects of the above mechanism design content ap-plication are verified.Results show that the design could improve the operation efficiency of urban emergency shel-ter and has a strong reference value for improving the urban emergency shelter operation management theory system.%探讨了熵及耗散结构理论方法介入城镇应急避难场所运营管理机制体系研究的可能性，在此基础上，提出城镇应急避难场所运营管理机制设计逻辑关系，并系统阐释城镇应急避难场所运营管理机制设计内容，包括避难所运营组织管理机制、人力资源管理机制、信息沟通机制、设施及物资管理机制、医疗及心理救助管理机制、卫生管理机制、教育文化管理机制等，并勾勒了城镇应急避难场所运营管理机制设计内容逻辑关系图。最后，结合汶川地震灾后城镇应急避难场所运营管理状况，对构建的城镇应急避难场所运营管理机制设计框架进行了初步实践探讨及验证，指出了不足及改进的方向。研究表明，城镇应急避难场所运营管理机制设计能有力地促进城镇应急避难场所灾民的有效避难，对于完善城镇应急避难场所的运营管理理论体系具有较强的参考价值。
