How to use technology spillovers of FDI to improve productivity level of domestic enterprises is an important issue which is relevant to the improvement of Chinese enterprises＇ status in global value chain.Previous papers focused on domestic enterprises in different areas and foreign enterprises from different countries.To analyze such heterogeneity samples by aggregate methods led to cumulative bias and can only reflect the general technology spillovers of FDI.This paper investigated the technology spillovers of South Korea investments in Weihai.We found that domestic enterprises of different driven types didn＇t gain positive spillovers intra-industry,but gained positive spillovers inter-industry by backward linkages.However,producer-driven enterprises gained positive forward spillovers.We should make different policies according to concrete conditions.%FDI技术溢出效应的大小是涉及中国企业能否借助外资实现技术进步、提升全球价值链地位的问题。由于我国引进外资的地区与行业情况各异、外资来源国别互不相同,对这些异质性研究对象进行总合性分析,研究结果具有累计性偏差。本文以威海为例,分析韩资的技术溢出效应,发现所有行业都得到后向正溢出效应,生产者驱动型行业则获得显著的前向正溢出效应,除了生产者驱动行业,其他行业都出现显著的行业内负溢出效应。上述研究结论与对山东省进行总合性分析的文献所得出的结论不同,因此,对不同价值链类型的行业、不同地区、不同来源地外资应该制定不同的外资政策。
