For exploring the effective FL talents cultivation mode,Foreign Language Department of City College of Jilin Jianzhu University carried out a six-year Quasi-Educational Experiment to test and verify the mode of “laying sound professional foundation,emphasizing communicative application,stressing students and their learning,specializing in one ability upon grad-uation”which has been proved efficient and workable.This paper expounds the designing,operation and results of this experi-ment for mode exploration in newly established independent colleges and confirms the significance of this mode for cultivating versatile and practical English professional talents.%在独立学院培养英语专业人才比一本二本院校存在更多困难。吉林建筑大学城建学院外语系经过6年准教育教学实验研究，证实了“夯实专业基础，强调交际运用，注重学生学习，毕业各专一能”模式比较有效，从而开拓出在三本院校培养应用型复合型英语专业人才、解决共同难题、低进高出的带规律性的路子。
