With the deepening and development of building energy conservation,statistics and audit work concerning building energy consumption data is generally carried out throughout the country.This paper pres-ents a solution of building energy consumption data monitoring system based on SOA-oriented architecture and Web Services technology.The mobile terminal software based on the Android platform can further expand the coverage of the energy consumption information system,so that the general public can have quick access to the latest building energy consumption information and early warning information for convenience.% 随着建筑节能工作的深入和发展，建筑能耗数据的统计与审计工作在全国各地普遍开展。文章采用 Web Services 技术，设计开发了基于 SOA 架构的建筑能耗监测系统，使用 Web 服务封装了能耗数据管理功能提供给各种类型的终端用户，并基于此方案实现了运行于 Android 操作系统的移动端软件。
