Through the analysis of economic development, it is concluded that in three major demands demand change direction and speed of growth in demand ultimately determine the direction and speed of economic growth. Residents' consumption rate is low in our country and at present stage in our country there are a lot of negative influences on the use of the national economy. This article is mainly aimed at the status of the residents' consumption rate is low, and puts forward some relevant polices to stimulate consum ption, expand domestic demand and improve economic consumption rate.%通过对经济发展的分析，得出在三大需求中消费需求变化方向和增长速度最终决定着经济增长的方向和速度。现阶段我国的居民消费率偏低对我国国民经济的运用产生了很多的不利影响，本文主要是针对居民消费率偏低的状况，提出刺激消费，扩大内需，提高经济消费率的相关政策。
