Many problems exist in Chaohe and Luanhe,such as the lagging of environmental infrastructure construction,rural diffuse pollution,insufficiency of industrial enterprise pollution control investment,lack of environmental supervision and so on.These problems result in the poor water environment of Chaohe and Luanhe river.How to solve these problems is discussed in this article and the countermeasures are also provided.%通过调查承德市滦潮河流域水环境现状,系统地分析了存在的主要环境问题,主要体现在环保基础设施建设滞后、农村面源污染严重、工业企业污染治理投入不足、环境监管力度不够等,并针对这些问题提出了解决水环境污染防治的对策及建议。
