基于鲁棒优化的应急物资多式联运调配策略研究

         

摘要

To optimize post-disaster multimodal transportation for emergency resources,an allocation strategy model for the multimodal transportation of emergency resources based on robust optimization theory was developed under the disaster scenarios combining with the characteristics of road,railway and air transportation.The demand for emergency resources,the priorities of demand and the state of transportation networks were considered as the uncertain parameters.Meanwhile,the fairness of emergency resource distribution was another factor to be focused under the premise of satisfying the minimum service level.The model simultaneously sought to minimize the total cost,the total response time and the penalty cost of unmet demands.Finally,the validity of the model was verified to solve the allocation strategy problem of multimodal transportation for emergency resources through the case study.%针对灾后应急物资多式联运优化问题,考虑物资需求量、需求优先级、路网交通状况等不确定因素,在满足灾区最低服务水平的基础上兼顾物资分配的公平性,以应急救援总费用最小、响应时间最短和应急物资未满足灾区需求的惩罚费用最小为目标,结合公路、铁路和航空运输方式特点,基于鲁棒优化理论,建立多情景下应急物资多式联运调配策略模型.最后,通过算例分析验证模型可以有效解决应急物资多式联运调配策略问题.
