It is natural to apply empirical study when conducting policy analysis. After investigating the factors,process and methods of policy analysis hased on facts and data, this article constructs an analytic framework for policyanalysis based on facts and data which takes quantitive analysis as its core. Then this article shows how to implement theanalytic framework by taking Korean government ' s policy on promoting cooperative innovation in industry-university-research institution as an example. Hope it will provide useful references for China ' s policy analysis.%对于政策分析而言,运用包括定量分析在内的实证研究方法是政策分析研究的题中之意.本文在分析基于事实型数据的政策分析要素、过程与方法的基础上,提出了一个基于事实型数据的、以量化分析为核心的政策分析框架,并以韩国政府促进产学研合作创新政策为例,展示基于事实型数据的政策分析框架在实际中的应用,希望为我国政策分析提供有益的借鉴.
