Flight operation is greatly affected by such changing factors as special weather, Air Force activities, traffic flow restrictions, abnormal aircraft conditions, abnormal personnels and components which cause impact on flight safety. This paper based on practice of air traffic control analyzes the abnormal circumstances that happen frequently and proposes some countermeasures to insure flight safety in the so called abnormal circumstances.%空中的飞行局势瞬息万变，由于特殊天气、空军活动、流量限制、航空器不正常以及人员、设备等因素导致的非常态运行对飞行安全影响很大。本文联系空管实际，对这些常见的非常态运行情况逐一进行分析，并提出相应的解决措施，以确保航空安全。
