Special construction safety program is a special program for the dangerous part of construction ,but it can not be equated with construction program in construction organization design .The enterprise has a lot of problems in the preparation process, such as incomplete content,weak pertinence,incomplete measures,calculation and program requirements which do not correspond, risk analysis that is not in place, etc. Therefore, this paper distinguishes construction program and special construction safety program, making related concepts, analyzing their similarities and differences,expliciting contents of special program,and probing into skills and precautions of special program.%安全专项施工方案是针对危险性较大的分部分项工程而编制的专项方案，不能等同于施工组织设计中的施工方案。企业在编制过程中存在很多问题，如内容不全、针对性不强、措施不完整、计算书与方案要求不对应、风险分析不到位等问题。通过对施工方案与专项该项的概论梳理，分析了二者之间的区别与联系，明确了专项方案的内容，并探讨了专项方案的编制技巧与注意事项。
