In 2011, the United States Congressional Budget Office(CBO) releases The Global Positioning System for Military Users: Current Modernization Plans and Alternatives. After studying the report, the thesis analyzes the importance of the report, then concludes how the DoCs plan and CBO's three alternatives upgrade the GPS constellation of satellites, ground control system, receiver, and compares the time and costs the four approaches would take and the improvement extent of system's performance, then discusses the advantages and disadvantages of the four options.
