在亚非地区，一些国家成了中国公民海外安全的“高风险地区”。涉中国公民的安全事件，无论是总量还是后果，表现为事发机率大、总量高、后果重等特点。因此，中国有关部门要落实“人的安全”是国家安全观的宗旨，加快领事保护机制改革，强化对在高风险国家中国公民的安全保护措施，以维护海外中国公民的合法权益。%In Africa and Asia,some countries become “high-risk areas” for the safety of Chinese citizens abroad.Security issues involving Chinese citizens,whether of quantity or consequences,reflect the characteristics of high probability,large numbers and severe consequences.Therefore,the Chinese authorities’safety implementation is the aim of the national security concept,so as to speed up the reform of consular protection mechanism,strengthen the safety protective measures of the citizens in high-risk countries and safeguard the legitimate rights and interests of overseas Chinese.
