The key to the success of rural land requisition system is to narrow the scope of land acquisition in China.From the demarcation of public interests, the Land Acquisition Catalogue should be emphatically formulated.From the perspective of effectively increasein the supply of land and the improvement on the use of integrated lands, efficiency mandatory standards should be setablished to collect redundant lands compulsively.From the perspective of public interest, we should focus on the development of Land Levy Directory.From the perspective of enhancing the compensation standards for land acquisition, we should scientifically create a perfect compensatory mechanism with financial interests.On the basis of literature review and policy review, this paper put forward several opinions on the practical reform of reducing the scope of land acquisition.We should formulate Land Acquisition Catalogue.Then a basic system is established to compulsively collect redundant lands.At last, we should increase the standards of land acquisition and actively create a compensatory mechanism with financial interests.Only by integrating several measures can we further reduce the scope of land acquisition in China.%立足于当前试点改革的背景,通过对我国缩小征地范围的政策演变历程进行梳理,从中找出了存在的问题,在开展文献综述与政策评述的基础上,提出了缩小征地范围的改革方向:制定《土地征收目录》、构建强制征收多余土地制度、提高征地标准和积极构建财政利益代偿机制.以期为我国征地制度改革顶层设计者改革试点方案制定提供参考.
