分析了"十二五"以来丽江市林木种苗的发展现状,从种苗生产供应能力、质量、良种选育及推广、工程建设、行政执法等方面进行了阐述.针对丽江市林木良种化水平低、林木种质资源保存利用滞后、建设投入不足、管理机构不健全、监管能力薄弱等问题,从推进林木良种选育推广体系建设、推进林木种质资源保存利用体系建设、加大资金扶持与建立投入机制、完善种苗管理机构与提升种苗监管能力建设等方面详细提出了林木种苗发展的基本思路与对策.%This paper analyzed the current situation of forest seedling development in Lijiang City since the 12th Five-Year Plan.Meanwhile, it expounded seed production, supply capacity, quality, breeding, engineering construction and administrative law enforcement.There are many problems on forest seedling, such as low level of tree planting, low utilization of forest germplasm resources, insufficient construction investment, inadequate management mechanism and weak supervision ability.The paper puts forward some countermeasures to solve these problems as follows: the promotion of breeding system, the promotion of conservation and utilization of forest germplasm resources, the increase of financial support, the establishment of input mechanism, the improvement of seedling management institutions, the enhancement of the ability of seedling supervision and other aspects.
