A“crisis response Nansha foreign fishing disputes Command” was set up on the basis of established close coordination, communication mechanisms and the policy guidelines of the Ministry of Foreign Affairs, and by following the principle of“people-oriented, prevention-oriented, comprehensive benefits, unified leadership”.It consists of two distinct duties conventional institutions including the“Nansha Foreign Affairs fishing disputes crisis response committee office”as well as “Nansha foreign fishing disputes crisis response expert advisory”. Constructing the emergency organization system is to prevent and reduce the negative impacts caused by Nansha foreign related fishery disputes.%在与外交部建立密切协调沟通机制、以我国外交部的政策方针为引导的基础上，遵循“以人为本、预防为主、综合效益、统一领导”的原则，可设立“南沙涉外渔业纠纷危机应对指挥部”，下设“南沙涉外渔业纠纷危机应对事务委员办公室”和“南沙涉外渔业纠纷危机应对专家顾问团”两个职责分明的常规机构，以此构建南沙涉外渔业纠纷应急组织体系，预防并降低南沙海域内突发涉外渔业纠纷可能对南沙捕捞业造成的负面影响。
