March 3rd Festival,the traditional festival of Li and Miao Nationality,is the most specific,the highest concentration of the most typical performance of Hainan traditional cultures,and has become Hainan's most distinctive cultural festival,which was selected in 2006 as the first national non-intangible cultural heritage protection project.From the current work situation of carrying out non-material cultural heritage protection,the Government plays an important role,but at the same time,should follow the human-oriented principle,the principle of folks' taking care of their affairs and the principle of respecting the ethnic diversity.%三月三＂节是海南黎族、苗族传统节日,是其传统文化最具体最集中最典型的表现,并已经成为海南省最具特色的文化节日,2006年入选为第一批国家级非物质文化遗产保护名录项目。在调查中发现,目前其民间性质已经慢慢淡化了,主要由政府主导、政府组织。从目前中国开展非物质文化遗产保护工作的现状来看,政府在非遗保护工作中发挥的作用是非常重要的,但同时,政府还应遵循以人为本、民间事民间办、尊重民族多样性等原则。
