The main factors that affect the land development and consolidation in Hainan province were analysed on the basis of the nature condition, social economic conditions, land utilization characteristics and the practices of the land development and consolidation. Then the project areas are divided into 4 first-class types of project areas and 5 second-class types of project areas in Hainan province by means of classification and superposition methods.
