E-Governance has become a major innovation of the public sector reform.The emergence of new forms of government is the result of co-evolution of complex factors that relates to technical environment,institutional and social organization environment.Virtual organization typology is the study of analyzing various factors,making comparison,and then conceptualizing it,based on which a new means of E-governance will be developed.%电子治理已经成为公共部门改革创新的重要成果,政府新形式的出现是治理过程中复杂因素联合进化的结果,这些因素涉及技术环境、制度和社会组织环境等几个方面。虚拟组织类型论就是对诸多因素进行分析、比较,进而将各种虚拟组织概念化,由此开辟出电子治理发展的新途径。
