Based on the carbon emissions accounting method of "2006 IPCC guidelines for national greenhouse gas inventories", we measured carbon dioxide emissions, emission intensity, per capita emissions and per unit area emissions in Hebei Province from 1980 to 2011, empirically analyzed of the relationship between carbon emissions and energy consumption and economic growth in Hebei Province. Energy consumption and carbon emissions showed an increasing trend, but the intensity of carbon emissions showed a decreasing trend. Carbon emissions and energy consumption in Hebei province is mainly affected by the energy structure and industrial structure. Energy consumption mainly concentrated in Tangshan, Shijiazhuang and Handan, we should optimize energy-saving and emission reduction in the three cities firstly.%基于《2006年IPCC国家温室气体清单指南》中的碳排放核算方法，测算1980—2011年河北省二氧化碳排放量、排放强度、人均排放量和单位面积排放量，分析河北省碳排放与能源消费和经济增长间的相关性。河北省的能源消费量、碳排放量呈现递增趋势，但碳排放强度呈现递减的趋势。河北省的碳排放量与能源消费量主要受能源结构和产业结构的影响。河北省的能源消费量主要集中在唐山、石家庄和邯郸三个城市，应在这三个城市中最先进行节能减排的优化。
