加强公共政策中的公众参与，是民主政治发展和服务型政府建设的必然要求。现阶段我国公共政策中的公众参与存在诸多弊端，提升公众参与度刻不容缓。从奥尔森的集体行动逻辑视角出发，分析公共政策中公众参与缺乏的问题及成因，并在此基础上提出了一些建议，以期对推动公共政策中公众参与的理论研究和实践发展有所贡献。%Strengthening public participation in public policy is a necessary requirement of democratic political development and service-oriented government. Now the public participation system has many problems and it is no delay for us to enhance the public participation system. This paper attempts to find the problems and causes of public participation system from the perspective of the logic of collective action and give some suggestions on this basis with a view to do some contribution to the development of public participation system research.
