It is easy to incur some negative situations and unfair phenomena after universities are authorized to review their own undergraduate thesis by academic degree department of Hubei province.For example, these universities frequently give high grades for each other''s thesis and tend to report the candidates of provincial level excellent papers based on their own interest.To overcome this drawback, in this paper, a review and selection system is established for provincial level excellent papers.It can be used by the anonymous peer reviewer, who is primarily chosen according to an automatic matching system or secondary designated by special managers or by direct notification of short messaging service.The review and selection system has been put into use by a seven-university community for three years.The results suggest that the review selection system is effective, fair and monitoring real-time for review of papers, and has significantly guaranteed the quality of review and substantially promoted the construction of professional disciplines.%针对湖北省学位办将省级优秀论文评审权下放各高校,候选论文报送容易出现轮流坐庄、拔高打分等不公正、不公平现象,通过全部聘请外校专家匿名评审、专家自动匹配为主和手动指派为辅,一键短信直达等方式,保证了论文评审质量.三年的"七校联评"实践表明:评审高效、评选公正、监控实时,有效地保证了学位论文的质量、促进了专业学科建设.
