高等教育为社会培养了大批高级人才,推动了社会经济和科技不断进步,为实现人类一次又一次的超越提供了强大的智力支持。但是,高等教育经费投入越来越成为政府的重要难题,很多国家已经无法负担全部高等教育费用。因此,越来越多的专家学者对此课题进行研究,美国著名教育经济学家约翰斯通提出了高等教育成本分担理论,国内许多学者提出了多元化的投入机制,强调增加政府财政性投入等等,以期解决这一重大问题。但无论什么样的机制,都应该切合我国实际国情,既不能完全照搬国外机制,也不能脱离实际凭空创造。%Higher education cultivates a large number of senior personnel for the society, promotes the economy and science progress ceaselessly. However, funding for higher education is becoming more and more difficult problem of government that many countries have been unable to afford all of the cost of higher education. Therefore more and more experts and scholars have made a study in this field in order to solve the major issues. The famous American economist Johnstone puts forward the theory of higher education cost sharing, while many domestic scholars put forth a wide range of input mechanism. But the mechanism should suit actual national condition and could not copy foreign mechanism completely and break away from the reality.
