权力渗透与抵制——从'馆长被控'看1940年代国家权力与地方社会关系

         

摘要

作为国家权力的象征,嵌入乡土的民众教育馆与地方社会的冲突时有发生,尤以1947年江苏省立南通民众教育馆与南通县社会人士之间的纠葛最为激烈,馆长陶志因营业电影、出租房屋等因,不仅被县议会登报"布告劣行",还被上告教育部、省政府、省教育厅、省会计处、省财政厅等机关.面对强大舆论,陶志向教育厅呈书一封,力陈自身清白和一心为公.实际上,"馆长被控"案的发生,自有其与民营电影争抢市场等经济因素,但它更反映国家权力与地方政府、国家权力与地方士绅关系.近代以来特别是进入20世纪三四十年代,尽管国家权力借助各种机构不断向地方社会渗透、延伸,传统乡村社会秩序虽逐步瓦解,但当国家权力侵害到其具体利益时,地方社会依然能够一定有效表达其意志,并抵制国家权力的入侵性渗透.%Rooted in rural areas,Mass Education Museums,as a symbol of state power,were involved in conflicts with local society from time to time,while the dispute between Nantong Provincial Mass Education Museum and people in Nantong in 1947 was the most drastic.For profiting from movies and rented houses,curator Tao Zhi was criticized by county congress in newspaper and was charged to the Ministry of Education,the Provincial Government,the Provincial Department of Education,the Provincial Accounting Department,the Provincial Department of Finance and some other government departments.Facing the great pressure from the public,Tao Zhi wrote a letter to the Education Department to vindicate himself and express wholehearted devotion to the public interests.Actually,though the occurrence of "Curator Being Sued" was resulted from economic factors such as private film market competition,it more reflected the relationship between state power and local government or gentry.Since modern times,especially in 1930s and 1940s,though state power had permeated into the country through various institutions,making traditional social order in rural areas gradually disintegrated,local society can still express its will effectively and resist the invasive permeation of the state power.
