Our country has put forward higher requirements to strengthen the ecological con-struction and environmental protection,and has formulated and implemented a number of con-crete measures to realize the purpose.In the process of accelerating the transformation of eco-nomic development mode and the adj ustment of industrial structure,Jiangsu should also con-struct new mechanism for ecological construction.Requirements for ecological construction and environmental protection should be incorporated into the evaluation index for leading cadre�s performance.Some key areas and industries should be as key points to control.When necessa-ry,the policy of the regional and industry limited approval can be brought into force to urge in-dustrial upgrading and structural adj ustment,and try every effort to fundamentally solve the problem of uncoordinated development and protection.%十八大以来，我国对加强生态建设与环境保护提出了更高的要求，并为此制定和实施了许多非常有效的具体措施。江苏在加快经济发展方式转变与产业结构调整的进程中，也应该构建生态建设的新机制，要把生态建设与环境保护纳入对领导干部业绩考核的指标中，对重点地区与重点产业实行重点监控，必要时可以实行区域限批和产业限批政策，倒逼产业升级与结构调整，力求从根本上解决经济发展与环境保护的不协调问题。
