The dual-function theory of Indonesian army was proposed during the Suharto era,and it means that the Indonesian army had dual-function involving military and politics.After the downfall of Suharto,the Indonesian public had stronger and stronger requirement for military reform and the dual-function was the key.However,the reform was arduous with several of influential factors such as the weak of civilian government,serious ethnic separatism and rampant terrorism etc.%苏哈托时代提出印尼军队“双重职能”理论，这一理论指印尼军队负有军事与政治的双重职责。苏哈托倒台后，印尼社会各界要求对军队改革的呼声日益高涨，而军队“双重职能”就是改革的核心所在。印尼军队改革进程艰难曲折，影响因素多种多样，其中，文人政府软弱无力、民族分离主义严重、恐怖主义猖獗是影响改革进程的几个主要因素。
