Normalization is a basic requirement of governance scientific governance and a problem which can not be avoided in local social governance.Affected by geographical environment,cultural heritage and other factors,there is still misunderstanding about governance normalization in the governance practices in the western regions,and non-standard problems of governance,governance process and governance method also existed.To solve these prob-lems,it should be started with the concept,system,methods and other aspects from the framework of governance, promoting the orderly social governance by multi -subject.%规范化是社会治理科学化的基本要求，也是地方社会治理中不可回避的问题。受地域环境、文化传统等因素影响，西部地区社会治理实践中对规范化建设理解仍然存在偏差，治理主体、治理过程和治理方式还不同程度地存在着不规范的问题。解决这些问题，需要在治理框架下从理念、制度、方式等方面入手，推进多元主体规范有序开展社会治理。
