近年来,随着网络文化不断发展,网络成为民意表达的特殊平台。通过分析网络民意表达存在的利与弊,提出从构建网络精神价值,实施网络实名制,摆正政府＂屁股＂,惩罚网络推手及其相关企业和将网络民意纳入政府绩效考核标准等五个方面来解决网络民意表达中存在的弊端,从而更好地发挥网络承载民意的功能。%For recent years,the Internet culture develops continuously and the web becomes the platform of netizen opinions.By analyzing advantages and disadvantages of the opinions,the paper discusses solutions to the disadvantages including five aspects: constructing the web spirit value,implementing the real-name system,putting right the government's position,punishing those behind-the-network and related enterprises,and putting netizen opinions into the government's performance appraisal so as to better play the function of the network to carry public opinions.
