传统意义的内河水运经济是一种可持续发展的运输经济，具有明显的外部效应。随着市场经济的发展和人们文化生活需求的提升，内河经济渐渐演变为以观光旅游为主、周边城市配套建设为辅的区域性经济类型之一。本文拟以四川省宜宾市水运经济的发展为调研主体，对不同投融资模式进行探索，在适当进行对比分析和风险评估基础上，建立适合我省内河水运市场的安全、多元的投融资机制，进而为我国水运经济的可持续性发展提供理论依据和实例。%In traditional sense,inland water transport is a sustainable transportation economy with self - evident external effect. As the market economy develops and the cultural needs of people increases,inland water economy is morphed into a tourist - oriented type,supplemented by surrounding cities supporting the building of the regional e-conomy. This paper takes water transportation economic development in Yibin city,Sichuan province as research sub-ject to explore different financing models,and based on a comparative analysis and risk assessment provides a model system of safe,diversified investment and financing mechanism for Sichuan province inland water transport,as well as a theoretical basis and case studies for the sustainable development of China's marine economy.
