近些年来,国际上为了解决政府日益突出的财政赤字、信任危机、管理失控和行政低效等问题,许多西方国家的政府纷纷引入“新公共管理”模式,力求从企业经营管理中找到解决问题的办法,其中企业绩效管理特别是绩效评估尤为各国政府所青睐。公共部门绩效评估借鉴私营部门绩效评估具有必要性和可行性,但也存在着差异性和障碍。在借鉴过程中,公共部门不能简单地照搬私营部门绩效评估的理论和方法,而要在对两者比较的基础上,探索公共部门绩效评估借鉴私营部门绩效评估的内容与路径。%This article attempts to briefly elaborate the implications of the Public Sector performance appraisal and the Private Sector performance appraisal, analyze the similarities and differences of the Public Sector performances appraisal and the Private Sector performance appraisal, explain the possibility and the necessity for Public Sectors to extract the best from Private Sector's performance appraisal, and finally based on theories, indicator systems, process monitoring and information management, to explore the approaches and process of Public Sector performance appraisal from the experiences of Private Sectors.
