“系统完整的生态文明制度体系”理应从历史的横向与纵向两个维度来加以解读与阐释。基于历史纵向维度即人类社会治理模式历史演进中的制度形态视角，构建与善用道德制度也是助力生态文明建设的重大而又先进的策略选择。目前，类似生态（环境）行政约谈制度、生态管理中的引咎辞职制度以及自责道歉制度、道德诚信制度等新型制度就本应属于道德制度的范畴。道德制度不同于西方新制度主义理论中的非正式制度，也不同于道德教育制度、道德教化制度、道德文化制度等。作为生态文明制度的道德制度必将逐渐由边缘地位转向中心地位，必将发挥越来越广泛和越来越重要的历史引领作用。%The complete system of eco⁃civilization shall be elucidated in terms of horizontal and vertical dimensions of history. Seen from vertical dimension of history, namely the perspective of institution form in historical evolution of human society governance, the building and employing of moral system is a significant and advanced strategy for eco⁃civilization promotion. Currently, moral system includes administrative interview system, blame⁃taking and resignation system, remorse and apology system in ecological administration and moral integrity system etc.. Moral system is different from the informal system of Western New Institutionalism Theory, moral education system, moralization system, and moral culture system etc.. It is believed that moral system, as a system of eco⁃civilization, will certainly play a more and more important historic guiding role with the centralization of its formerly marginalized position.
