The original historical mission of China's family planning management, targeting the popula-tion control, has to be completed. And the family planning work must be shifted to reproductive health services so as to be public services needed by the people, which can be the way out and new path for the family planning development. Institutional reform provide historical opportunity for the transition of family planning work. The new ideas for the transformation of the FP work include the publicity of fami-ly planning services, rationalization and scientization of birth policy, technical service based on the ob-jects” demand, reproductive health content through the whole process, diversified working forms of management, and etc.%原先以控制人口增长为主要工作目标的中国计划生育管理已经完成历史使命，计划生育工作必须转向生殖健康服务，成为人民群众所需要的公共服务，这才是计划生育发展的出路与新路。机构改革为计划生育工作转型提供了历史机遇，计划生育工作转型的新思路包括计划生育服务公共化、生育政策科学合理化、技术服务对象需求化、生殖健康内容全程化、管理工作形式多样化等。
