实施农村合作医疗制度是我国乡村医疗制度改革的革命性创举.江苏作为全国乡村医疗制度改革的先行者,在人民公社时期率先确立农村合作医疗制度,后因资金匮乏和经济体制改革,农村合作医疗制度被迫解体,转型以"在地化"的乡村医生为核心主体的基层医疗卫生制度.现阶段,新型农村合作医疗制度在政府引导与支持下得以恢复重建,并实现了普及全省农民的医疗制度.但该制度还存在县乡定点医院行为不规范、乡村医生社会保障力度不够以及农民新农合报销手续繁琐等不足.为此,应制定相关考核制度和完善监督管理、提高乡村医生收入和完善养老保障制度、实行网络信息互通和推行定点医疗机构直接报销制度.%Implementing rural cooperative medical system is a revolutionary innovation of rural medical system reform in China. As a reform of the national rural medical system leader, in the period of the people's commune, Jiangsu is the first to establish the rural cooperative medical system. Due to the lack of funds and market reform, the rural cooperative medical system was disintegrated and transformed into the grassroots medical and health system centered on the"local-ized"village doctors. At present, the rural cooperative medical system has been restored under the guidance and support of the Government, and has realized the universal peasant's medical system. Therefore, from the relevant assessment sys-tem and the improvement of supervision and management, the improvement of rural doctors' income and the improvement of the old-age security system, the implementation of network information exchange and the implementation of fixed-point medical institutions direct reimbursement system to put forward the perfect suggestions.
