中国公共服务供给不仅需要财政体制创新还需要治理机制创新.当前公共服务存在的供给不足、结构失衡和效率低下问题,不仅是财政投入问题,更是公共服务的多元化供给主体和法治化治理机制缺失问题.要把基本公共服务均等化与国家治理现代化有机结合,通过宏观上的重构政府、市场与社会关系、中观上的服务型政府建设和微观的PPP模式来有效推动多元化治理主体机制形成,推动公共服务法治化治理机制形成,最终实现公共服务治理机制的创新.%The supply of public services in China relies not only on the innovation of financial system, but on the innovation of governance mechanism. In the present situation ,there are many problems in public services, like deficient supply, unbalanced structure and inefficient work. These problems have been caused by deficient financial support, and the lack of diverse supplies of public services and legalization of governance mechanism. Therefore, we should combine equalization of basic public services with modernization of national governance, and establish the mechanism of diverse governance bodies at many levels, so as to realize the innovation of governance mechanism for public services.
