网络出版不是期刊上网，不是期刊印刷版在网络上的复制，而是以数字化的方式所进行的出版行为，它不仅包括策划、约稿、审稿、编辑加工、出版发行等各个环节，而且还包括用户能在整个网络上快速利用有关的学术资源和信息平台。显然，传统的出版流程以难以满足国际间文献传输的需求，而且，网络资源呈现的多元化复杂特性，也要求出版部门积极采取新的出版模式为用户开辟知识优化、知识消费的新天地。%Different from the online versions of periodicals or the reduplication ( through photographic reproduction) of printed periodicals onto computers, the online publication of scholarly journals is a kind of publishing behavior through digital technologies, which not only includessuch procedures as planning, solicitation of contributions, re- viewing and refereeing, editing and processing, as well as printing and publication, but also provides users with speedy access to related online academic resources and information platforms. There is no denying that traditional publishing processes can not effectively meet the growing demand for international transmission of literature. Be- sides, online resources take on the characteristics of becoming increasingly pluralistic and complicated. Under such circumstances, it becomes obligatory from various publishing bodies to adopt new means of publication in order to open up new fields of knowledge optimization and knowledge consumption for users to meet their diverse needs.
