制定科学合理的科研考评制度是提高科研水平的指挥棒.新建地方本科院校在管理体制、科研特质、办学定位、科研导向等方面有其特殊性, 存在着科研意识不强、科研队伍实力较弱、科研条件较差、科研制度不健全等情况.在科研考评方面也存在诸多问题, 如简单化倾向导致学科失衡、定量化倾向导致质量下降、行政化倾向导致学术腐败、功利化倾向导致职能缺位.针对这些问题, 必须制定出切实可行的科研考评对策:分类考评, 避免"一刀切";立足长效, 避免"一阵风";民主监管, 避免"一言堂";目标管理, 避免"稻粱谋".%It is a baton of improving the scientific research to make the reasonable systems for evaluation of such research.The newly built local undergraduate universities are quite special in terms of management, university-running principle and scientific research orientation, and have met the problems like the weak consciousness of the scientific research, weak staff, poor condition and imperfect systems.Things are the same in the evaluation of scientific research, such as unsymmetrical courses caused by simplification inclination, quality decline caused by quantification, academic corruption caused by administration, and lack of functions brought by utilitarianism.To solve these problems, we should make the practical evaluation system:classified evaluation to avoid one-size-fits-all policy, sticking to the long effect mechanism to avoid the temporary method, democratic supervision to get rid of the phenomenon that only one person has a say, and management by the goal to stop the pursuit of material gain.
