Fundamentals should be consolidated in improving the quality of the talents and enriching the team strength .Working condi-tions remain to be improved ,abilities and level to do publicity and ideological work in grass-roots need to be promoted contin-uously .Only through continuous innovation ,solving actual problems ,and improving working and living conditions of staff and the crowds ,grass-roots work can remain vigor and vitality .
