Based on the systematical analysis of the factors that influence the support ability of ocean trawlers, the evaluation index system of "factor-effect" was constituted by hierarchical process. A comprehensive evaluating model based on grey relational analysis was presented according to the grey and fuzzy characteristics of the complicated decision-making of the support ability of special refitting for ocean trawlers.Based on the theory of fuzzy membership degree, the evaluation data were presented by linguistic variables and fuzzy numbers to quantify the qualitative indexes and present the approaches for dealing with the original evaluation data and the solution-making procedure of the given model. The case study shows the simplicity and the precision of the given model which can ensure the possibility to evaluate the comprehensive refitting ability of the fishery habors objectively and uncover the existing problems accurately.%在分析海洋机动渔船特种改装保障能力影响因素的基础上,利用层次分析法建立了"因素-效果"评价指标体系.基于渔船特种改装保障能力多因素决策的灰色性与模糊性,建立了基于灰色关联分析技术的综合评估模型,利用模糊隶属度理论,通过语言变量和模糊数表征评价结果,实现了定性指标的定量化,给出了对原始评价数据的处理方法和模型的求解过程.案例研究表明,该模型概念清楚、方法简单,能够客观评价各渔港的综合改装能力,找出存在的问题.
