The Trips Agreement has actually provided developing countries with some benefits that few antici- pated. It allows developing states to act strategically, modulating their enforcement of intellectual property rights to a- chieve a level of domestic protection that is closer to their preferred level. In addition, the threat to suspend intellec- tual property protections in their national markets.
