In sane cases, if the offender is not able to or reluctant to consider the consequences of criminal behaviors, it defines that he/she is non-rational. Such non-rationality is mainly performed as low self-control and low self-respect. The criminalg non-rationality is the result of adaptation to the environment, so it can be seen as adaptive non-rationality. It is a fundamental part to prevent and control offenderg non-rationality. Thus it should strengthen the judicial penalty and education to guide the rationality.
