Using the method of literature, the article has analyzed the development strategy of Guanzhong - Tianshui economic zone sports culture tourism estate. First, the article has studied the connotation of sports culture tourism. Next, the article has analyzed the feasible conditions of developing Guanzhong - Tianshui economic zone sports culture tourism estate, raising wholly conception from three aspects of general plan, guiding ideology and development inclue. Finally, this article has put forward the corresponding development measures, such as choosing reasonable space development mode, raising the drive ability of sports culture tourism re- source, forming shared sports information net and building convenient traffic axis.%运用文献资料法对关中-天水经济区体育文化旅游业的发展战略进行分析，首先探讨了体育文化旅游的内涵，其次分析了关中-天水经济区体育文化旅游业发展的可行性条件，并从总体规划、指导思想、发展思路三个方面提出了总体构想，最后对关中-天水经济区体育文化旅游业发展提出选择合理的空间发展模式、提升体育文化旅游资源驱动力，优化体育文化资源配置、形成共享的体育信息网络和打造便捷交通轴线的相应策略。
