青岛市民营孵化器虽然成立时间晚，但发展势头强活力大；在其内部形成了有利于创业企业成长的微生态环境；在孵企业与孵化器投资主体所从事的行业高度相关，孵化器的产业集聚功能初步显现；机制灵活、决策快速、市场性更强。但民营孵化器的发展也受到非专业辅导服务能力普遍较低、不具备向在孵企业投资的能力以及物理空间不能满足发展需要的制约。建议政府转变对孵化器的投资方式，实行“民办官助”；改进绩效考评体制，促进民营孵化器与当地经济发展战略相结合；以提高服务能力为目标，加强对民营孵化器的培训工作。%Although the period of existence is short ,private incubators are really gaining momentum .An ecological environment ,which is beneficial to the growth of venture enterprises ,is coming into being .The business area of the tenant enterprises has a highly close relationship with that of the incubators'investment bodies .The industry accu-mulation function is appearing .Their mechanisms are more flexible ,the decision more rapid and marketability bet-ter.Yet their further development is restricted by the relatively lower nonprofessional service ability ,shortage of the investment ability to their tenant enterprises ,and limited space area .So some suggestions are made finally that are to divert the government's investment form to incubators and adopt the policy of "private operation and government aid",to improve the mechanism on performance appraisal and encourage the private incubators to correspond their development to the development strategy of local economy ,and to make it a goal to enhance the service ability and intensify the training to private incubators .
