The innovative enterprises play an important role in regional economic development and the construction of innovative system. Subject element, resource factors and measure factors are the components of cultivating system of innovative enterprises, and the talents, technology, fund, innovative service and intellectual property protection, and innovation environment are the key factors of the cultivating system of dynamics model of innovative enterprises based on the perspective of government. The analysis indicates that the key factors and the growth of innovative companies have positive feedback loop, and the government should coordinate the relation among different subject elements, effectively allocate the key resources, and optimize the environment of regional innovation, therefore, to promote the growth of innovative enterprises healthily and rapidly.% 创新型企业在区域经济发展和创新体系建设中具有极其重要的作用。创新型企业培育系统由主体要素、资源要素和措施要素构成，人才、技术、资金、创新服务和知识产权保护、创新环境支撑是基于政府视角的创新型企业培育系统动力学模型的关键要素。分析发现，人才、技术、资金、创新环境与创新型企业成长均存在正反馈循环，政府应协调不同主体要素之间的关系，有效配置关键资源，优化区域创新环境，促进创新型企业的健康快速成长。
