Global climate change is a hot-debated topic for humankind.In light of the seriousness of global warming and the tendency of ozone layer getting thinning or even turning into a hole,the United Nations has convened a number of international conferences,and passed relevant international conventions,protocols,agreements,declarations,etc.to protect it from getting worse.Both hard law and soft law have been playing a significant role in the process of discussing,negotiating,and/or legislating international environmental issues.Through detailed analysis of the relationship between soft law and hard law in the context of global climate change,this paper aims to show that the combination of soft and hard law may turn out to be an appropriate mode to effectively tackle the pressing international environmental issues.%全球气候的变化是人类共同关注的热点,面对全球气候变暖、臭氧层变薄甚至出现空洞,联合国召开了多次国际会议并陆续通过了多个相关的国际公约、议定书、协定以及宣言等.在整个国际环境问题的协商、谈判和相关立法的过程中,硬法与软法都发挥着重要作用.详细分析了在全球气候问题的处理中软法与硬法的关系之后强调指出：软法与硬法相结合是有效解决国际环境问题的恰当模式.
