根据党的十七大加强党的建设要＂以完善惩治和预防腐败体系为重点加强反腐倡廉建设＂、胡锦涛总书记在中纪委第五次、第六次全会上的重要讲话和《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》、《建立健全惩治和预防腐败体系2008-2012年工作规划》的精神,本文从＂四个着力点＂的思路论述中央企业反腐倡廉建设：以深化廉洁文化教育为着力点,增强教育的说服力和持久性;以提高制度的执行力为着力点,强化制度的约束力和权威性;以健全反腐倡廉机制为着力点,保证监督的制衡力和经常性;以深化以惩促防为着力点,提高惩治的威慑力和实效性。%According to the resolution of Seventeenth Party Congress to strengthen Party construction by ＂ improving the system for punishing and preventing corruption to strengthen anti-corruption construction＂,the speech made by General Secretary Hu Jintao in the Fifth and Sixth Plenary Session of the Central Disciplinary Committee,＂Implementation Summary of Establishing and Perfecting Both the Educating and Monitoring System for Punishing and Preventing Corruption ＂ and the spirit of ＂ Work Plan 2008-2012 of Establishing and Perfecting the System for Punishing and Preventing Corruption＂,this paper discusses the anti-corruption construction in central enterprises from four points： spreading honest culture to strengthen the persuasiveness and persistence of anti-corruption education,improving the execution of this system to strengthen its binding and authority,promoting anti-corruption mechanism to guarantee its regular supervision and deterring corruption by preaching the threat of punishment to improve its deterrent force and the effectiveness.
