“分散化公共治理”下的政府公共服务标准化建设

         

摘要

以英国为发端,20世纪80年代末兴起了“分散化公共治理”的世界性浪潮,通过广泛设立代理机构,将服务提供职能从部委中分离了出来。代理机构具备更大的管理自主性、更明确的服务职能、结果导向的绩效预算、构建伙伴关系的灵活性、更强的公开性与问责性等,成为有效实施政府公共服务标准的组织结构基础。我国的政府公共服务标准化也应实现政策决策和服务提供的有效分离,通过构建良好的公共治理模式,提升政府公共服务标准化的质量。%Originating from the Britain, distributed public governance has launched new trends in the world since the late 1980s, which separated services delivery functions from the functions of ministries through setting up executive agencies. Executive agencies that possess more autonomy in management, clearer service function, result-oriented performance budgeting, flexibility of building part-nerships, more openness and accountability, become the organization foundation of standardization of the government ’s public service. China should also realize the separation of decision-making and implementation. Forming a good public governance structure may im-prove the quality of public services standardization.
