In the university Party construction ,Party members’ subject identification ,and the protection of their democratic rights are a prerequisite to the promotion of inner Party democracy of university grassroots organizations and the strengthening the Party ’s creativity .At present ,there is nothing wrong with the work of university grassroots organizations as a whole ,but there are still some problems to be solved . For example , in the democratic development of university grassroots organizations , their Party members ’ rights and their role as the subject lack sufficient attention .Thus ,to further strengthen Party members’ ,esp ,grassroots organiza-tions’ Party members’ sense of belonging to the Party ,and to strengthen the cohesion and creativity ,the university’s party con-struction should further strengthen the Party member ’s democratic rights security mechanism of university grassroots organizations .%在高校党建中，党员认同自己的主体地位，民主权利有保障，是推进高校基层组织发展党内民主，增强党的创造活力的前提。当下高校基层党组织的工作总体上是好的，但也存在着亟待解决的问题，如在有的基层党内民主进程中对基层党员的权利与主体作用的重视程度不够。高校党建要增强基层党员对组织的归属感，增强党组织的凝聚力和创造活力，就应当进一步健全基层党员民主权利保障机制。
