文章主要采用文献资料法，综合分析法，比较归纳法，深入分析农村特殊体育教育发展的现状和制约因素，并提出发展对策，以期促进实现城乡特殊体育教育一体化发展。%It provides an opportunity for the reform and development of the rural special physical education with the acceleration of urbanization. We aim to promote the effective development of education, and make full use of the advantages of the development of urbanization, and shorten the gap between urban and rural, and improve the quality, rank and level of the rural special physical education. It mainly uses the literature material method, the comprehensive analysis method, the comparison induction method, and conducts in-depth analysis from two aspects of the current situation and the control factors in the Development of the rural special physical education, and puts forward the development countermeasures, and finally realize the integrative development of the urban and rural special physical education.
